本網站依無障礙網頁設計原則而建置，網站的主要樣版內容分為三個大區塊：

  • 上方選單連結區
  • 中間主要內容顯示區
  • 下方選單連結區
本網站的便捷鍵（Accesskey，也稱為快速鍵）設定如下：
  • Alt+U (IE), Alt+Shift+U (Firefox)：上方選單連結區，此區塊列有功能選單連結。
  • Alt+C (IE), Alt+Shift+C (Firefox)：中間主要內容顯示區，此區塊呈現各網頁的資訊內容。
  • Alt+Z (IE), Alt+Shift+Z (Firefox)：下方選單連結區，此區塊列有功能選單連結。
